DHRF: Using Mobile Technology to Support Democracy Building in Somaliland and Puntland

 

Challenge

 

This project took place in line with the 2012 Somaliland local government elections that took place in late 2012. Somaliland’s nascent democracy has seen successes and failures. The system was designed to add value to the democratic process by providing a mobile service were voters can air their concerns about the election process.

 

Project Goals

 

Contribute to the democratic process of Somaliland and Puntland using mobile technology.

 

Key Activities

 

Upgrade InfoMatch to include an election feature. Activate short code 778 from Telesom and Golis networks. Train local observers. Sign agreement with NEC and SONAF. Setup an election command center. Roll out service to voters especially 20,000 youth registered on InfoMatch.

 

Impact

 

Platforms upgraded, short code activated, received over 20,000 election day reports related to voting and polling stations. 600 SONSAF domestic observer trained. Received realtime feedback from voters.
